Despite significant progress in education, health, and economic participation, women across many parts of the world continue to face structural inequalities, social discrimination, and limited access to opportunities. The concept of inclusive development emphasizes equitable participation of all sections of society in economic growth and social progress. In this context, gender equality plays a crucial role in ensuring that women have equal rights, resources, and opportunities in all spheres of life. Women empowerment, which includes social, economic, political, and educational empowerment, enables women to exercise their rights, participate in decision-making, and contribute actively to national development. This research article examines the relationship between gender equality and women empowerment and their significance in achieving inclusive development. It explores the conceptual framework, historical evolution, policy initiatives, and challenges associated with gender equality and women empowerment. The article also highlights the role of education, economic participation, and policy reforms in promoting gender equity.
